Abstract PROBLEM TO BE SOLVED: To provide a packet transfer processing apparatus (router apparatus) of a modular type with high function expandability that can utilize general-purpose routing applications. SOLUTION: The packet transfer processing apparatus 10 includes: forwarding elements (FEs) 101 to 103 for executing packet transfer; a back plane switch fabric (SW) 100 for interconnecting among the FEs 101 to 103; and a control element (CE) 104 for controlling the FEs 101 to 103. A tunnel utilizing the tunneling technology is formed between the CE 104 and each external interface of the FEs 101 to 103, the CE 104 establishes a virtual interface with respect to each interface of the FEs 101 to 103 and a routing control packet reaching each external interface of the FEs 101 to 103 is transferred to the CE 104 via the tunnel.
