Summary:PROBLEM TO BE SOLVED: To raise a power generating efficiency by enabling it to utilize an interface with catalyst particle effectively by an electrolyte film of polymeric materials formed in the carbon particle front surface in a catalyst slurry for fuel cells. SOLUTION: When carbon particle which pulverizes carbon material which carries the catalyst particle, a solvent and polymeric materials are mixed within a mill apparatus 11, dispersed as the catalyst slurry; air particle removal means, such as an ultrasonic generator 12, etc. removes the air particle from the holes formed in the front surface of the carbon particle contained in the catalyst slurry.
