SOLUTION: Evaluation information to be transmitted from a member terminal including an evaluation value corresponding to information provided in a system to which a member is belonging and information for specifying the member who has provided the information is received, and the member and the evaluation value are stored so as to be associated with each other, and the member and the quantity of incentive to be applied to the member are stored so as to be associated with each other, and incentive information to be transmitted from a store terminal including issue incentive quantity and information for specifying a transaction member is received, and member incentive quantity to be applied to the transaction member and system incentive quantity to be applied to the system to which the transaction member is belonging are decided according to the issue incentive quantity, and the member incentive quantity is added to the incentive quantity of the transaction member, and application incentive quantity to be applied is decided from the system incentive quantity according to the evaluation value, and the application incentive quantity is added to each of members belonging to the system.
