PROBLEM TO BE SOLVED: To convert a structured document into a document of a flat format, to carry out conversion processing of the document of the flat format into an object, and to automatically generate a conversion program from correspondence definitions of elements of structured documents of the document before conversion and the document after conversion. SOLUTION: A flat document format converting means converts an input structured document into an input flat document. A flat document conversion program executing means converts the input flat document into an output flat document on the basis of a flat document conversion program generated and output by a flat document conversion program generating means by inputting input/output correspondence definitions describing an input document schema describing a structure of the input structured document, an output document schema describing a structure of the output structured document, and a correspondence relationship between an input schema and an output schema, and the flat document conversion program executing means converts the output flat document into an output document.
