Abstract | PROBLEM TO BE SOLVED: To regulate the amount of data to be transferred of a home link while taking account of the load on an HA, congestion of a network, communication interruption time of an MN, and the like. SOLUTION: HA address is determined for every subnet of prefix and relocation of a home link is carried out in units of subnet. In this regard, the amount of data to be transferred is regulated by regulating the division number of subnet or regulating the number of data of the home link to be assigned to each subnet.
