PROBLEM TO BE SOLVED: To surely realize a function of not driving a cutter holder to rotate even when a pencil is inserted on the occasion when a shavings case is not loaded, or the like, by a simple structure. SOLUTION: A longitudinal movement component 12 which pushes in a push button 11a of a microswitch 11 by the movement to a case front part 1, a lever component 13 which is rotated toward the case front part 1 with the insertion of the pencil P, and a vertical movement component 14 which is pushed in upward, deforming elastically a resin spring portion 14a, with loading of the shavings case 10, are provided. The longitudinal movement component 12 has a part 12b of connection with a lever end 13b of the lever component 13, a projection 12c projecting toward the case front part 1 and a resin spring portion 12d. In the vertical movement component 14, a recess 14c hollow toward the case front part 1 is formed.
