Summary:PROBLEM TO BE SOLVED: To provide a paving material carrying out freeze suppression and a snow melting function in winter and having sufficient permeability with the exception of the winter season. SOLUTION: Agar solution 3 melting or mixing the snow melting agent at a low temperature is injected into voids of the paving material having 15% to 25% of percentage of void to unify. In order to facilitate the unification of the agar solution 3 to the paving material, the agar is made into gel, alternatively the agar is injected after the paving material having voids is previously heated.
