Abstract PROBLEM TO BE SOLVED: To secure necessary detection accuracy while suppressing the intensity of laser beams in a circumference monitoring system for working vehicles. SOLUTION: The circumference monitoring system 1 comprises a regression reflector 5 attached to a worker 4 and a circumference monitoring device 3 which projects laser beams in a scanned manner from the working vehicle 2 to a monitor area, receives the laser beams reflected onto the regression reflector 5, and detects the presence of the worker 4 based on the light reception level. The regression reflector 5 is constituted using a cube corner reflector having many cube corner prisms 5a arranged therein, and the circumference monitoring device 3 projects non-diffused laser beams and receives the reflected light substantially coaxially, is provided with a photoelectric sensor 22 of a coaxial regression reflection type which outputs the light reception level, pulse-drives a laser light source of the photoelectric sensor 22 in a predetermined cycle, and detects the presence of the worker 4 based on the light reception pulse.
