Summary:PROBLEM TO BE SOLVED: To provide a controller which controls each equipment without preparing a controller corresponding to each equipment when there are a plurality of control objects. SOLUTION: A reference table of an operation instruction, which corresponds to equipment of a control object, and a command, which corresponds to the content of the control, is obtained from the equipment, the obtained operation instruction and the command are determined to be a cross reference table used for control of the control target equipment, and the operation instruction indicated there is recognized by associating the actual operation of the equipment of the control object with an actual command to the equipment.
