Summary:PROBLEM TO BE SOLVED: To provide a new flood damage prevention water bag capable of exhibiting sufficient practicability by very quickly making a swell when it comes into contact with water and by increasing weatherability when it is swelled to use it as the water bag. SOLUTION: The water bag 1 is formed by having an outside wrapped body 2 formed in a water permeable state and a swelling agent M containing water-absorbing polymer resin stored inside thereof, and when it is used, water is absorbed into the swelling agent M to expand into a state to get accustomed to approximately the shape of the outside wrapped body 2, it is formed in a state to have proper weight and volume, and the outside wrapped body 2 is filled with an auxiliary functional agent S at least having effect on swelling promotion working and ultraviolet barrier working together with the swelling agent M.
