Summary:PROBLEM TO BE SOLVED: To detect and not record or reproduce a CM part regardless of a voice broadcasting mode. SOLUTION: A CM detection block 50 having a no-sound detector 501 which detects a section wherein the soundless state of a sound signal lasts for a longer time than the regulated time, a memory 502 which stores information on the soundless state, and a CM section detector 503 which detects a CM section from the interval between soundless sections. The CM section information is recorded on a recording medium and the CM part is skipped in reproduction. Or the CM section information is sent to a microcomputer to perform recording to a recoding medium without the CM part or reproduction without the CM part.
