PROBLEM TO BE SOLVED: To provide a system capable of delivering information on methanol obtained from organic waste such as plastic waste and the like, and to contribute to effective usages of organic waste and to reductions of CO2. SOLUTION: In the system, an operation means 22 for estimate of a methanol consumption amount makes an estimate of the methanol consumption amount of each vehicle user organization based on the vehicles operating state of the user organizations stored in a database 21. The estimate is made with referring to methanol efficiencies, vehicle speeds, actual operations and the like stored in a database 23. The operation means 22 also estimates total consumption amount with totaling each consumption amount. Each consumption amount is informed to a user terminal 6 and a methanol delivery center 5 to distribute methanol deliveries based on the amount. The total consumption amount is informed to control centers 3, 4 as to decide hydrogen gas amount and methanol amount created by a gas reforming plant 31 and a methanol production plant 41. Therefore, operations of the plant 41 are controlled according to the methanol consumption amount.
