PROBLEM TO BE SOLVED: To detect the existence of an IC card regardless of the file structure of an IC card. SOLUTION: This reader/writer transmits a command independent from a file in the case of detecting the existence of the IC card which obtains a communication protocol and a command previously. In this case, when the IC card is positioned in the communication area of the reader/writer, an IC card receiving the command makes response, thus the reader/writer decides the existence of the IC card. When the IC card is not positioned, the IC card does not make response, thus the reader/writer decides the absence of the IC card.
