PROBLEM TO BE SOLVED: To continuously reproduce a plurality of voice communication files that do not have an identification code which uses a silent part for dividing in a voice communication recording and reproducing device. SOLUTION: This device is provided with a voice signal level comparing part comparing the level voice signal with a preliminarily decided level, a recording and reproduction controlling part controlling the voice signal and a DTMF code so as to be recorded and reproduced on/from a recording part, a controlling part which controls the recording and reproduction controlling part so as to discriminate a silent part of the voice signal on the basis of a comparison signal from the voice signal level comparing part, the voice signal so as to be divided into the plurality of voice communication files at the silent part, and the files so as to be recorded on a data recording part, and a counter part measuring the number of voice communication files in one speech communication, and the controlling part records the DTMF code and the counter value of a counter part in the first voice communication file in one voice communication.
