PROBLEM TO BE SOLVED: To provide a nitrogenation method effective even on the waste water with the temperature lowered and the load fluctuated as a nitrogenation process using a fixed carrier. SOLUTION: A part or the whole of the sludge settled in a settling tank set up in the rear of a denitrification tank or a nitration tank is circulated to the nitration tank or the denitrification tank. Consequently, the activated sludge concentration is secured in the denitrification tank or the nitration tank even when the water temperature is lowered or the load is fluctuated and the microbial biomass is dificient, and nitrogenation is stably performed.
