Abstract PROBLEM TO BE SOLVED: To efficiently measure the nitrogen component contained in a sample water by making use of the oxidizing power of ozone and the oxidizing and reducing power of a photo-catalyst. SOLUTION: The sample water is brought into contact with ozone gas supplied from an ozone generator 10 and the photo-catalyst carried by an inner wall surface of a column 6 and an outer wall surface of a protective tube 7 under the light of a predetermined wavelength from a light source 8 stored in the protective tube 7 in the reaction column 6, and the nitrogen component contained in the liquid phase is converted into nitric nitrogen, and the total nitrogen concentration in the sample water is calculated from the concentration of the nitric nitrogen measured in a measurement unit 12.
