Abstract PROBLEM TO BE SOLVED: To provide a magnetic recording and reproducing device, that can obtain a fast-forwarding reproduction image, a rewinding reproduced image and a still image, without their being skewed from a tape recorded in a long time mode of five times, with respect to a standard mode. SOLUTION: The magnetic recording and reproducing device is provided with a delay element 1, a switching section 2 that selects its output, a logic section 3 that controls the switching section 2, and a skew detection section 4 that detects skewing. Furthermore, the delay element 1 used for a vertical emphasis/vertical de-emphasis and a comb-line filter is used in common for the special reproduction, so as to realize an inexpensive and satisfactory special reproduction image, without the use of an expensive circuit such as a TBC.
