PROBLEM TO BE SOLVED: To provide a preventing effect of odor diffusion by crushing a waste containing daily refuse, then stirring and mixing fermentation accelerating fungus with the crushed waste, compression-molding them, wrapping them with a resin film, and holding them while evaporating moisture in the refuse by the fermentation heat. SOLUTION: A waste containing daily refuse is temporally stored in a hopper 10, the waste fed out of this hopper 10 is crushed by a crushing machine 12, then iron component is recovered from the crushed matter by a magnetic separator 16, and non-ferrous metal class is selected using a non-ferrous metal separator 18 such as dielectric separator. A screw dehydrator performs a dehydrating treatment 19. Fermentation accelerating fungus corresponding to 5-15 wt% of the crushed waste is supplied from a fermentation accelerating fungus hopper 20 to the crushed waste after pre-treatment, and they are mixed and stirred by a blender 24. Then, they are guided into a press-molding machine 28 to be compressed, sealed with a resin sheet by a wrapping device 30, and held while evaporating moisture in the refuse by the fermentation heat.
