PROBLEM TO BE SOLVED: To provide a control panel simulator capable of optimal design production without considerably increasing the cost in the process of finally making into product. SOLUTION: This device is provided with a layout designing means 1 for performing the layout design of a control panel equipped with plural operating keys, a display means 2 composed of a CRT or the like for displaying the control panel designed by the layout designing means 1, an input operating means 3 for performing input operation to the displayed control panel, a responding means 4 for executing a prescribed response job corresponding to the input operation due to the input operating means 3, a first storage means 5 for storing input operation key information and operating time corresponding to plural reagents as operation history information according to the order of operation and an evaluating means 7 for extracting the operation history information of high operation frequency from the operation history information of all the reagents and deriving an evaluation index on the basis of the degree of matching between the extracted operation history information and operation order information and the operating time.
