PROBLEM TO BE SOLVED: To improve detection accuracy in the case of detecting attached information that is attached to main information in a form of a predetermined pattern from the main information. SOLUTION: An evaluation value calculation device 41 uses a predetermined pattern to apply an arithmetic operation to main information to which attached information is attached so as to calculate an evaluation value of the attached information that is attached to the main information. A normalizing coefficient calculation device 45 discriminates a main information sample giving an effect onto the calculated evaluation value and calculates a normalizing coefficient NC on the basis of the discriminated main information sample number. An evaluation value normalizing device 46 normalizes the evaluation value on the basis of the calculated normalizing coefficient NC. A detection output of the attached information is obtained by using a calculated normalization evaluation value Nsum.
