Summary:PROBLEM TO BE SOLVED: To enhance the reliability by totally reserving a communication band for the entire network and ensuring prescribed communication quality. SOLUTION: A band management device 103, a gateway 102 and a voice relay router 107 are used to manage a communication band to monitor the communication quality during reservation of the frequency band. A gate keeper 101 and the voice router 107 are used to select a communication channel reserving a band with priority to make connection to an Internet telephone. The gate keeper 101 and the gateway 102 are used so as not to select a faulty device to be a connection destination device in the case of setup and monitors fault restoration. Moreover, a device having illegal attribute information is not selected for a connection destination device at setup and restoration of attribute information is informed to the entire network.
