Provided are a heating pump and a cleaning device with same. The heating pump (100) includes a driving electric motor (1); a pump case (2), wherein a pump cavity (21) and a heating cavity (22) are defined in the pump case (2), the pump cavity (21) and the heating cavity (22) are roughly arranged side by side in an axial direction and are in communication by means of a communication channel (23), and a water inlet (51) and a water outlet (24) are formed in the pump case (2); an impeller (3) arranged in the pump cavity (21); and a heating member (4) arranged in the heating cavity (22). Therefore, not only is the size of the heating pump (100) favorably reduced, the impeller (3) may also be prevented from being radiated at a temperature by the heating member (4), such that the premature aging of the impeller (3) may be prevented, and thus, the usage performance of the heating pump (100) may be improved.
