Abstract The present disclosure relates to a pre-5th-Generation (5G) or 5G communication system to be provided for supporting higher data rates Beyond 4th-Generation (4G) communication system such as long termevolution (LTE). An apparatus of a terminal in a wireless communication system is provided. The apparatus includes at least one transceiver and at least one processor operably coupled to the at leastone transceiver. The at least one processor performs a frequency scanning through a first beam set, identifies at least one cell based on the frequency scanning, and communicates with the at least one identified cell through a second beam set.
