Abstract To minimize running cost of an entire water-content reduction/heat operation facility in a treatment system without measuring an energy related value of an organic waste to be incinerated. Measurement of an energy use amount is performed for each of a plurality of used energy elements concerning water-content reduction/heat operation treatment for an organic waste, a consumption amount of a dehydration assistant in the water content reduction of the organic waste and a consumption amount of an alkaline agent in purification treatment of exhaust gas discharged from a treatment system for the organic waste are measured, respective measurement values are multiplied by weighting factors for converting the measurement values into running costs, totalizing of multiplied costs is performed to calculate total running cost, and the total running cost is minimized on the basis of a reference relation between organic waste energy and the total running cost and a latest estimated value of the organic waste energy estimated by the organic-waste-energy estimating means.
