The dirt blocking and filtering assembly comprises a balance weight gabion, filtering cloth and an enclosure assembly. The enclosure assembly comprises a rubber belt and a floating body assembly; the rubber belt is provided with a plurality of drainage openings for facilitating outflow of blue-green algae on the inner side; the algae blocking enclosure further comprises a plurality of automatic opening and closing mechanisms arranged at the corresponding drainage openings respectively. The automatic opening and closing mechanism comprises a front face fixing frame which is arranged on the front face of the drainage opening, and a turnover door capable of being vertically turned over to be opened is arranged on the front face fixing frame.
