The heating and cooling assembly includes one rack with lower end fixed onto one heat conducting fixture, heating and cooling louver fixed to the upper end of the rack, heat and cold conductor pipe contacting the heating and cooling louver, blower, and heating and cooling unit of ceramic semiconductor below the heat conducting fixture. The present invention has simple structure, easy installation and low power consumption, and is portable and suitable for use in household, office and other fields.
