The film filling covering plate possesses at least one first vacancy section; the film filling baffle possesses at least one second vacancy section corresponding the first vacancy section; the steadily locked orientating device is to orientate the basal board, the film filling covering plate and the film filling baffle, to make the second vacancy section and the first vacancy section splice connected, and to make the film filling baffle come into contact with the film filling covering plate. Then make the film filling covering plate joint close with the surface to be filled. The dyeing materials can orderly get through the second and first vacancy section connected by splicing, and cling to the surface to be filled corresponding the bound of the first vacancy section which forms a color section. This invention can make the whole basal board of light filter accurately forms film filling color section in its different positions.
