Abstract The invention relates to the technical field of intelligent highway management, in particular to a highway emergency command system. The scheme comprises the following steps: setting a minimum unit for highway emergency command; extracting a congestion degree and an accident processing period under each minimum analysis unit; the congestion degree and the accident processing period corresponding to all historical data are judged, and each minimum unit is formed to extract the optimal analysis margin; presetting an emergency command set of a minimum analysis unit; performing online congestion degree analysis according to the optimal analysis margin of each minimum unit to form a command set range at the current moment; and judging whether a simultaneous anomaly exists or not, and if yes, updating the command set range at the current moment into the simultaneous analysis command set range.
