Abstract | The invention relates to a ruthenium-based catalyst for preparing cyclohexene by partial hydrogenation of benzene and a preparation method thereof, the ruthenium-based catalyst comprises a reduced graphene oxide carrier, a ruthenium active component, a first auxiliary agent zinc and a second auxiliary agent aluminum, the ruthenium active component accounts for 1-10 wt% of the catalyst, the first auxiliary agent accounts for 0.05-1 wt% of the catalyst, the second auxiliary agent accounts for 0.01-0.1 wt% of the catalyst, and the balance is a carrier.
