The embodiment of the invention provides an image generation method, device and system, and the method comprises the steps: receiving an image generation request which is transmitted by a user terminal through a first communication satellite and aims at a target region, and the image generation request carries the position information of the target region; the user terminal sends an image generation request to the first communication satellite through the communication-in-moving terminal, the communication-in-moving terminal is located in the coverage range of the first communication satellite, the user terminal is located in the coverage range of the communication-in-moving terminal, and the first communication satellite is a low-orbit satellite; a shooting task is determined according to the position information and the moving trajectory of a shooting satellite, and the shooting satellite is a low-orbit satellite; sending the shooting task to a shooting satellite, and receiving a target image returned by th
