The invention provides a navigational speed index calculation method and system, and the method comprises the steps: sequentially carrying out the sequence correlation processing of all adjacent AIS data based on the ship AIS data when a ship state is a navigation state, obtaining the current time, the current navigational speed, the preorder time and the preorder navigational speed of each piece of correlated AIS data, and carrying out the calculation of the navigational speed index. Then, respectively calculating the time difference and the sailing distance of each associated AIS data, when the current time of a first AIS data point and a second AIS data point adjacent to each other in the associated AIS data points crosses a certain time integral point, calculating the first time difference and the sailing distance, and correcting the second AIS data to obtain corrected second AIS data; finally, the average navigational speed of the ship per hour is calculated according to the total time difference and the
