Abstract The invention provides polymer-based vegetation concrete and a preparation method thereof. The polymer-based plant-growing concrete is prepared by mixing a permeable high-molecular polymer and gravel aggregate, the mass ratio of the permeable high-molecular polymer to the gravel aggregate is (3-6): 100; the permeable high-molecular polymer is prepared by mixing a group A material and a group B material at normal temperature; the material group A is prepared from special polyether polyol, a polyoxyethylene nonionic surfactant and a flame retardant tris (1-chloro-2-propyl) phosphate; the material group B is prepared from a plasticizer and polymerized isocyanate; the volume ratio of the material group A to the material group B is 1: 1.
