Abstract The invention provides an image splicing device. The image splicing device comprises a double-shaft rotating platform and an imaging system; the double-shaft rotating platform comprises a horizontal shaft and a vertical shaft; the imaging system rotates around a horizontal shaft to adjust the pitching angle, and the imaging system rotates around a vertical shaft to realize 360-degree circumferential scanning; the imaging system comprises an optical system and an image detector, the detector target surface of the image detector is perpendicular to the optical axis of the optical system, and the target surface center of the detector target surface intersects with the optical axis. By utilizing the device, the invention provides an image splicing method, and the image splicing method realizes line-by-line automatic registration in combination with pointing angle information.
