Abstract The invention relates to an aero-engine blade tip clearance passive control device and an aero-engine. The aero-engine blade tip clearance passive control device comprises a high-temperature alloy ring, a honeycomb structure and a high-temperature shape memory alloy wire, and the honeycomb structure is arranged on the outer wall of the high-temperature alloy ring; the high-temperature shape memory alloy wire is arranged on the outer wall of the high-temperature alloy ring; and the stretching direction of the high-temperature shape memory alloy wire is configured to be in the radial direction of the high-temperature alloy ring. The high-temperature shape memory alloy wire and the honeycomb structure are arranged, the characteristic that the shape memory alloy can deform at the phase change temperature can be fully utilized, the honeycomb structure meets the requirement for stretching and retracting of the high-temperature shape memory alloy wire, and therefore control over the blade tip clearance is achieved;
