The invention relates to a system and method for flushing an external heating surface of a boiler through cyclic utilization of slag water of a coal-fired power plant, and belongs to the field of water circulation treatment. The system comprises a high-pressure spray gun, a hose, a slag pool, a boiler furnace, an automatic valve I, an automatic valve II, an automatic valve III, a slag water booster pump and a slag remover; the boiler furnace communicates with the slag pool and is located on the upper portion of the slag pool; slag water in the slag pool is conveyed to an inlet of the slag remover through the slag water booster pump; the slag water is treated by the slag remover and then passes through the automatic valve I to flow to a ditch; the slag water in the slag pool is conveyed tothe inlet of the slag remover through the slag water booster pump; the slag water is treated by the slag remover, then passes through the automatic valve II and is connected to the high-pressure spraygun through the hose; ind
