The method comprises the following steps: a first data receiving module receiving satellite data in real time; a data processing module storing the satellite data into a first data storage module according to a time sequence; recording the receiving time of the satellite data; when a data sending period is reached, the data processing module judging whether a first time difference between the satellite data with the earliest receiving time and the latest satellite data in the first data storage module is greater than or equal to a first preset duration; if the first time difference is smaller than the first preset duration, giving up sending of the satellite data in the current data sending period, and ifthe first time difference is smaller than the first preset duration, sending the satellite data in the current data sending period to a control center by the first data sending module.
