Abstract The invention relates to a communication coding system and method based on an optical fiber and a power line. The communication coding system comprises an input interface module, a processing module,a power supply module, an output interface module, power line carrier interface equipment and a user side; the input interface module receives an optical fiber signal and a current signal which are transmitted by the optical fiber and the power line respectively and send the optical fiber signal and the current signal to the processing module; the processing module processes the optical fiber signal and the current signal, converts the processed optical fiber signal into an electric signal, conducts hierarchical multiple coding on the electric signal and then loads the electric signal to the power line; the output interface module transmits the processed optical fiber signal and current signal to the power line carrier interface equipment through an external power line carrier interface; and the power line carrier
