Abstract A skiving cutter (100) comprises cutting parts (120) in which the tooth traces (L) extend in directions that are inclined with respect to the axial line (Ac) of a base (110). The cutting parts (120) are divided into multiple segment cutting edges (122) by cutting edge grooves (12) that extend in directions that intersect with the tooth traces (L). Of the multiple segment cutting edges (122), one forms a standard cutting edge (122a). In the multiple segment cutting edges (122) configuring a cutting part (120), the axial line-cutting edge distance, which is the distance from the axial line (Ac)to the outer circumferential cutting edge (123) of the segment cutting edge (122), is largest for the standard cutting edge (122a), and gradually decreases for the remaining one or more segment cutting edges (122b, 122c) as the distance from the standard cutting edge (122a) to said segment cutting edge increases.
