The invention provides a heating device and a railway vehicle. The heating device comprises wall boards and heating surfaces, wherein the wall boards are used for being fixedly connected with corresponding side walls of the railway vehicle; and the heating surfaces are separately laid on the surface of the corresponding wall board. The railway vehicle comprises the side walls and the above-mentioned heating device, wherein each of the side walls is depressed towards the outer side of a compartment to form a mounting part; and the heating device is mounted in the mounting parts and the wall boards of the heating device are fixed to the side walls at the mounting parts. According to the heating device and the railway vehicle provided by the invention, the heating surfaces laid on the wall boards can integrally and uniformly perform heat dissipation outwards by the wall boards, so that the heat dissipation efficiency of a heat dissipation device is improved. 本发明提供种加热装置及轨道车辆。其中，加热装置包括：墙板和加热面；所述墙板用于与轨道车辆的侧墙固定连接；所述
