The preparation method comprises the following steps that firstly, active carbon is smashed and immersed in a pretreatment reagent and then filtered, washed and dried; secondly, a palladium, nickel and saccharose solution is prepared; thirdly, the hydrothermal reaction is conducted, then, filtering and washing are conducted, a catalyst precursor is obtained after vacuum drying, is roasted in the inert atmosphere and naturally cools, and after passivation, the supported catalyst is obtained. The prepared catalyst is mainly used for pyridine selectivity catalytic hydrogenation, and the conversion rate and selectivity of the catalyst can reach 98-100% and 99-99.99% respectively.
