The invention aims to provide a top cover lifting device of air conditioning equipment and mainly solves the problem that top covers of existing vertical air conditioning equipment cannot be lifted and lowered. The device comprises a top cover, a driving unit and a mounting base. The device is characterized in that one end of the driving unit is connected to the mounting base, the other end is connected with the top cover, the driving unit comprises a motor and a gear and rack driving mechanism, and the gear and rack driving mechanism is driven by the motor to drive the top cover to move between a lifting position and a lowering position relative to the mounting base. The top cover can be lifted and lowered by the aid of the gear and rack driving mechanism. Besides, the invention further provides the air conditioning equipment. The opening degree of a top air outlet can be controlled through cooperation of the liftable top cover with the top air outlet.
