Abstract The invention provides a photo-thermal compensation type combined-cycle energy supply device and method adopting an electric boiler. The device comprises solar thermal collectors and the electric boiler, wherein water inlets of a photo-thermal compensation device and the electric boiler are both connected with a water inlet pump, a water outlet of the photo-thermal compensation device is connected with a user side through a first electric regulating valve, and a water outlet of the electric boiler is connected with the user side through a second electric regulating valve. According to the method, a temperature output threshold is set, so that opening and closing of each electric valve are adjusted, and gradient utilization of energy is realized. The advantages of solar heating and electric boiler heating are combined, the electric energy is saved, the operating cost is low, and the utilization rate of solar energy is high.
