The preparing method includes the steps that the menthol, the paeonol and the pueraria extract are taken to be added into an ethyl alcohol-propylene glycol solution to be dissolved; the cortex moutan aqueous extract is dissolved through ultrapure water; and two kinds of medicine liquor are combined to be diluted by pure water and evenly mixed, and the auxiliary materials are then added. According to the nasal delivery preparation for opening the orifices and eliminating stagnant blood, the menthol can obviously promote nasal cavity mucous membrane absorption of the pueraria extract, the brain medicine content of nasal delivery is higher than the brain medicine content of injection delivery, and it is shown that the pueraria extract with pueraria as the representative ingredient enters the brain through the blood vessel, the olfactory mucosa epithelium pathway and the neural pathway after nasal delivery is carried out; the amount of the medicine entering the brain is less than 20% of that of injection delivery after orally-taking delivery is carried out, and unique advantages of nasal delivery on treating encephalopathy are shown.
