The novel safe cement comprises the following components in percentage by weight: 40-50% of cement clinker, 0.1-0.5% of triethanolamine, 5-7% of gypsum, 0.1-0.8% of alum, 10-15% of coal ash, 30-50% of expanded vermiculite, 5-15% of calcium sulphate and 1-4% of active SiO2. The invention aims at providing the novel safe cement with high overall performance.
