The invention discloses a preparation method of a PVC soft horse. The method comprises the following steps: mixing the following ingredients, by weight: 110 parts of PVC particles, 110 parts of a polyurethane elastomer, 45 parts of a plasticizer, 1 part of a lubricant and 12 parts of carbon black, for 25-35 min at a temperature of 45-65 DEG C; adding the mixed raw material into a pressurized injection molding machine to form the horse; winding a fabric reinforced layer outside the horse; adding a polyethylene cured layer outside the fabric reinforced layer; and placing the completed soft hose into heating equipment, heating at 140-150 DEG C and pressurizing with pressure of 6-7.5 Pa. The soft water horse prepared by the method provided by the invention has advantages of good low temperature resistance, flexibility and antistatic property, good comprehensive performance, capability of meeting the usage requirements on a water soft hose material at -30 DEG C, good product quality and uneasiness for ageing, and
