It is possible to improve work efficiency of program creation. The program creation support system includes a configuration work terminal (100) and a response work terminal (200). The configuration work terminal (100) includes: an instruction data input unit (11) for inputting instruction data required for instructing edition; an instruction data transmission unit (12) for transmitting the instruction data to the response work terminal (200); a response data reception unit (21) for receiving the response data transmitted from the response work terminal (200); and a response data display unit (22) for displaying the received response data while correlating it with a program configuration table. The response work terminal (200) includes: an instruction data reception unit (51) for receiving the instruction data transmitted from the configuration work terminal (100); an instruction data display unit (52) for displaying the received instruction data while correlating it with a program configuration table; a response data input unit (61) for inputting the response data required for edition work; and a response data transmission unit (62) for transmitting the response data to the configuration work terminal (100).
