A liquid skin cleanser composition with improved mildness and degerming characteristics, comprising: (A) 0.5-5.75 weight percent of a mild ethoxylated surfactant; (B) 1-40 weight percent of a cosurfactant selected from the group consisting of non-ethoxylated anionic, nonionic, zwitterionic, and amphoteric surfactants and mixtures thereof; (C) 0.01-4 weight percent of antibacterial agent; (D) 0.05-5 weight percent of water-soluble cationic polymer; and (E) 35-97 weight percent water.
