A process, for example a continuous process, for making a fibrous structure comprises providing soluble filament-forming material(s), forming an aqueous composition comprising the material(s), processing the aqueous composition to produce a filament-forming composition, delivering the filament-forming composition to one or more dies, spinning the filament-forming composition to form a plurality of soluble filaments, collecting the filaments on a collection device to form a fibrous structure and applying pressure to form a depression in the fibrous structure. A non-fibrous composition may be added to the depression. An oral care article may comprise the fibrous composition. The soluble filaments may comprise an oral care active agent.
