Study and implementation of foreign experience of professional competence increase of governing bodies officials in Ukraine

Basic tasks and forms of studying foreign experience of professional competence increase of governing bodies officials are developed by the author. The directions and phases of realization of the project «The Development of Public Service Possibilities in the Field of European Integration» are indicated. The dynamics of investigation of the range of problems, dealing with professional competence increase of governing bodies officials and officials of local self-government at the theoretical and practical conferences «Study and Implementation of Foreign Experience of Governing Bodies Improvement» (t. Poltava, 2005-2013). Certain change of priorities in the direction from study of juridical and practical peculiarities of the process  of training, retraining and advanced training of specialists to the peculiarities of specialists training guarantee in the field of European integration, implementation of innovative technologies and transition to the new forms of professional competence increase of governing bodies officials is defined in the article. The implementation necessity of the model of the advanced and innovative professional education of officials subject to the system of modern ideas and advantages, value points and directives, organization and technological priorities, corresponding to Ukrainian and world educational situation, challenges and predictions of the XXI century are noted in the article. The key aspects and directions of work with personnel in the sphere of rise of level of their professional competence subject to the European experience are singled out as well. The authors accentuate, that the professional competence increase of governing bodies officials and officials of local self-government should be organized in the accordance with principles of system and practical directivity in the conditions of wide innovative technologies use, corresponding to up-to-datedness.
