The return to Romania of Southern Dobrudja in 1913 put an end to the political-geographical anomaly imposed by the Treaty of Berlin, an act done by the Great European Powers at the Peace Congress of Berlin in 1878, when Russia –in order to punish Romania which had not officially accepted the return of the three districts in Southern Bessarabia (Cahul, Bolgrad, Ismail) – allowed only the transfer of Northern Dobrudja to Romania. Numerous testimonies from 1913 (books, brochures, studies, articles in the daily press, reports, speeches,interviews) show the need for the reunification of Dobrudjato Romania, in the new context that followed after the two Balkan Wars, and to ensure the geopolitical balance in South-Eastern Europe.
